UK Cosmetic Labelling Requirements

If you sell soap, bath bombs, lip balms, moisturisers, shampoos, or any other cosmetic product in the UK, your labels must comply with the UK Cosmetics Regulation (retained from EU Regulation (EC) No 1223/2009). These requirements are separate from CLP labelling — cosmetic products have their own specific set of mandatory label elements designed to inform consumers and ensure traceability.

Every cosmetic product label must include a full INCI ingredient list in descending order of weight, the name and address of the Responsible Person (the individual or business legally accountable for the product), a batch number for traceability, the product function unless it is obvious from the packaging, the net quantity, and either a Period After Opening (PAO) symbol or a best-before date depending on the product’s shelf life. Where specific ingredients trigger mandatory warnings under the regulation’s annexes, those precautions must also appear on the label.

The Cosmetic Product Safety Report

Beyond the label itself, every cosmetic product placed on the UK market must have a Cosmetic Product Safety Report (CPSR) prepared by a qualified safety assessor before it can be sold. The CPSR evaluates the product’s formulation, stability, and microbiological safety to confirm it is safe for consumers. This is a legal requirement, not an optional step. What This Checker Covers
